Itami Sky Park

Of course the 4th floor observation deck at Itami, Osaka International Airport is a great place to see the airplanes, but you can also get great views from Itami Sky Park, on the other side of the runway.
It has a playground for small children. And if you visit after dark, the views of the control tower are impressive to see.
